Five sites that offer clipart for use in Web pages:
1) Absolute Web Graphics Archive
(http://www.grsites.com/webgraphics/clipart.shtml)
A free clipart site that states that the clipart found on their site were not created by the webmaster. They were obtained from various sources on the internet that labeled them as "freely distributable". If you should discover images in this collection, which you recognize as copyrighted, to email the webmaster and they will be remove the copyrighted clipart.
2) Microsoft Design Gallery

Microsoft’s own website hosting ClipArt’s that can be used by anyone as long as they have “qualifying” software i.e. Microsoft’s Office and Web Suite. They allow using the clipart and also copying and modifying it, as long as you don’t sell it or distribute it.
3) Clipart Review
(http://www.webplaces.com/html/clipart.htm)
This website has the most comprehensive listing of clipart by category. They do not host any clipart, but provide links to other websites that host them.
4) IconBazaar
(http://www.iconbazaar.com)
IconBAZAAR began its life in 1993 as a small collection of web-based graphics for use by the academic community at the University of North Carolina at Greensboro (UNCG). Limited permission is granted for personal use only of up to twenty (20) images in total from the unpaid access areas of their web site.
5) Cool Archive
(http://www.coolarchive.com/clipart.cfm)
A site that provides images as long as users do not add them to other collections
or use them to make a profit, and get credit for them, and users are not allowed
to redistribute them without prior permission. The clipart can be used for personal
and non-profit sites.
